Who Is Eligible for a Latvian Passport?

You may apply for a Latvian citizen’s passport only after Latvia has formally recognized you as a citizen. An ancestor’s Latvian birth certificate, passport or residence record may support a citizenship case, but ancestry by itself does not authorize the immediate issuance of a passport.

For applicants restoring or registering citizenship by descent, the usual sequence is:

  1. establish the ancestor’s Latvian citizenship and the family relationship;
  2. submit the citizenship application and supporting civil records;
  3. receive confirmation that Latvian citizenship has been registered;
  4. update information in the Register of Natural Persons where necessary;
  5. book a separate appointment for the passport and, if required, an eID card.

Important distinction

Citizenship is your legal status. A passport is a travel and identity document issued as evidence of that status. An eID card is a separate identity document that also provides access to Latvian digital services.

A citizenship decision does not automatically produce a passport. You must submit a separate identity-document application in person.

Documents Required for a Latvian Passport

The precise list can vary according to age, previous documents, name changes and the place of application. Bring originals unless the authority instructs otherwise.

First passport after citizenship recognition

  • citizenship recognition or registration details;
  • a valid foreign passport or other identity document;
  • Latvian personal identity code, if already assigned;
  • evidence of declared residence and current contact details;
  • documents confirming any name or civil-status changes not yet reflected in the Latvian register.

Passport renewal

  • your existing Latvian passport;
  • your Latvian eID card, if issued;
  • supporting documents if your name, marital status or other registered data changed;
  • payment method accepted by the issuing authority.

Lost, stolen or damaged passport

Report the loss or theft without delay. Bring another identity document if available and provide information about the circumstances. The authority may request a written explanation or police report. A temporary travel document may be available for urgent return travel.

Application for a child

A parent or legal representative must attend as required and present their own identity document, the child’s existing documents, and evidence of representation where it is not evident in Latvian registers. Older children may need to attend personally for biometric data and signature collection.

Applying for a Latvian Passport in the United States

Latvian citizens residing in the United States can apply through the Embassy of Latvia in Washington, D.C., subject to the embassy’s territorial and registration requirements. Consular services are generally available when the applicant’s U.S. residence has been declared in Latvia’s Register of Natural Persons.

The applicant must attend the appointment personally. The embassy captures biometric information and verifies the applicant’s Latvian register data and identity documents.

For applications submitted to the Office of Citizenship and Migration Affairs in Latvia, the published state fees are:

How Long Does It Take?

In Latvia, the official production periods are generally 10 working days for standard service and 2 working days for accelerated service. These periods begin only after the application and payment have been accepted.

Applications submitted abroad usually take longer because the mission must process the application, transmit data and receive the completed document. Appointment availability and delivery are additional to production time.

Plan for the full timeline

Do not book non-refundable travel based only on the passport production period. Allow time for the appointment, register corrections, consular handling and delivery.

How Long Is a Latvian Passport Valid?

Validity depends mainly on the holder’s age. Special cases may lead to a shorter validity period.

Children under 5

A passport is generally issued for 2 years, or for the duration of the trip if a shorter special period applies.

Applicants aged 5–20

A passport is generally valid for 5 years.

Applicants over 20

A passport is generally valid for 10 years.

Common Reasons for Delays

  • citizenship has been approved but not fully reflected in the register;
  • the applicant’s U.S. and Latvian names do not match;
  • a marriage, divorce or other civil-status event has not been registered;
  • the foreign residence address has not been declared;
  • the previous Latvian passport was lost but not reported;
  • supporting originals or evidence of parental authority are missing;
  • the applicant booked with a mission outside its consular jurisdiction.

Can You Buy a Latvian Passport?

No. Latvia does not sell passports. A Latvian citizen’s passport is issued only to a person who already has Latvian citizenship under the law.

Residence by investment may create a route to Latvian residence, but it does not provide an immediate passport or automatic citizenship. Any future naturalization would remain subject to separate statutory requirements.
